Upon reaching full design capacity within the framework of the Project, the number of rooms will reach 716 rooms, 280 cottages and 72 villas. Single visits to the Complex by tourists will reach 3.3 million per year by 2040.


The project provides for the construction and development of a multifunctional resort complex in the Shchuchinsko-Borovskaya resort area (“SCHBKZ”) on the shores of lakes Bolshoye Chebache and Tekekol. The complex will provide a universal set of tourist services for family and active recreation, recreation for adults, as well as health, corporate and sports recreation.

The construction of entertainment facilities is also envisaged: a water park, a training and entertainment center, a health center, a ski arena, a city center with commercial areas and restaurants, a sports center, Marina Club, as well as other small entertainment facilities (trampoline water park, yurt park, observation tower, amphitheater).


The main activity of AQBURA Development LLP is the development of the AQBURA RESORT resort area, which includes the construction of resort area facilities, the creation of an entertainment center and the attraction of foreign investors.


  • ShchBKZ is one of the most popular resort areas in the Republic of Kazakhstan, the cumulative average annual growth rate in the number of visitors for 2017-2021. amounted to 5%. The growth is due to the increasing popularity of domestic resorts.
  • According to the State Program for the Development of the Tourism Industry of the Republic of Kazakhstan for 2019-2025. ShchBKZ has the potential to receive more than 2 million tourists a year, and is also included in the top 10 promising areas for the development of tourist areas.
What is the attraction of the project?
  • Low level of competition. Despite the popularity of the resort area, only a few hotels, such as the Rixos Borovoe hotel and the Okzhetpes sanatorium, provide accommodation services that meet international standards. At the moment, the Complex has no direct competitors-analogues in terms of the variety and quality of services provided.
  • The unique location of the Project. The land plot is located in a unique park undeveloped area of the SNNP "Burabay" in relative proximity to the international airport of Nur-Sultan (3 hours by car) - the main collection point for foreign and domestic tourists. The mountainous terrain makes the location attractive for a year-round offer, including hotel accommodation, ecotourism and other types of recreation (snowmobile tour, horseback riding, SPA).
Investment offer

To implement the Project, funding in the amount of USD 279,235 thousand is required, including:
  • 100% (USD 279,235 thousand) – investor participation.
The proposed financing structure and state support measures are indicative, the final financing structure and the stake in the Project will be determined based on the results of joint negotiations with the investor.
