Construction of Integrated Agro-Industrial Complex for Deep Processing of Grains and Legumes Launched in Astana

Astana, September 24, 2025 – A solemn ceremony was held in Astana to launch the construction of an integrated agro-industrial complex for deep processing of grains and legumes. The event was opened by Minister of Agriculture Aydarbek Saparov, Akim of Astana Zhenis Kassymbek, Deputy Minister of Foreign Affairs Alibek Kuantyrov, and other officials.

The project is being implemented by Kazak Protein LLP, a subsidiary of Tiryaki Agro Holding (Türkiye), together with ADOtex LLP (Kazakhstan). The total investment amounts to USD 320 million, with implementation planned for 2025–2029.

Two complexes will be built in the industrial zone of Astana: the first for deep processing of wheat, and the second for processing peas. The planned annual processing capacity is 250,000 tons of wheat and 80,000 tons of peas. The final products will include gluten, starch, lysine, glucose-fructose syrup, animal feed, pea protein isolate, and other high value-added products.

The products will be supplied to the domestic market as well as exported to North America, the European Union, CIS countries, and Southeast Asia. The project will create about 400 new jobs.

The groundbreaking ceremony marked the transition of the project into its practical phase. A. Kuantyrov emphasized that the project is among the priority initiatives of strategic importance for the country’s food security and the development of the agro-industrial complex’s export potential: “The launch of the Kazak Protein agro-industrial complex is an important step for the entire industry. A modern production facility will be established in Kazakhstan, focused on high value-added products that are in demand both domestically and abroad. The project will not only diversify the country’s exports and bring grain and legume processing to a new level, but also provide Kazakhstani farmers with an additional sales market, ensuring stable demand for their products,” he said.

Chairman of the Board of Tiryaki Agro Holding, Suleyman Tiryakioglu: “Through this project, we seek to rethink agricultural value chains by introducing innovations and sustainable approaches, creating in Kazakhstan a modern production facility for high value-added products that are in demand both domestically and internationally. This will ensure stable demand for local farmers’ products, as well as create a more sustainable, innovative, and globally integrated agri-food sector. It is a great honor for us to implement this project in close cooperation with the Government of Kazakhstan, in line with the country’s goals and aspirations.”

At the conclusion of the ceremony, it was noted that the successful implementation of the project will mark a new stage in the development of Kazakhstan’s agro-industrial sector and open up additional opportunities for international cooperation in the field of food security.
