Project

  • The project involves the construction of the second string of the main gas pipeline (MG) "Almaty-Baiserke-Talgar 2" (length 64 km) in conjunction with the necessary infrastructure complex in the Almaty agglomeration to meet the gas needs of the metropolis.
  • The main consumers will be new plants with a capacity of 600 MW and 450 MW at the sites of Almaty CHPP-2 and CHPP-3, respectively. Upon reaching the design capacity in 2027, it is planned to transport gas in the amount of about 1.75 billion cubic meters. m/year.
  • Commercial gas in the Almaty-Baiserke-Talgar 2 main gas pipeline will be supplied from the line C of the Kazakhstan-China main gas pipeline through a 10-kilometer jumper passing 12-22 km northeast of the village. Otegen Batyr, where the Almaty CHPP-3 is located. The planned Almaty Bayserke-Talgar gas pipeline will run parallel to the existing line 1 connected to the BGR-TBA gas pipeline.

Project participants
  • The initiator of JSC "NC "QazaqGaz" is the national operator of the country in the field of gas and gas supply. It is a vertically integrated national gas company operating along the entire chain from exploration and production to the sale of end products. The company has many years of practical experience in implementing similar projects.
Required Investments and Financing Structure

The Project requires funding in the amount of USD 219,389 thousand:
  • 80% (175,511 thousand US dollars) - participation of the Investor;
  • from 20% (USD 43,878 thousand) - the Company's own funds.
The proposed financing structure and state support measures are indicative, the final financing structure and the stake in the Project will be determined based on the results of joint negotiations with the investor.

Attractiveness of the Project
  • Positive environmental impact. At the end of 2021, CHPP-2 and CHPP-3 in Almaty were jointly responsible for 34.5% of pollutant emissions into the atmosphere of the metropolis. According to the forecast of the Minister of Ecology of the Republic of Kazakhstan, this Project will reduce the level of emissions from heat sources by 80% - 90%.
  • Growing demand for gas in Almaty and Kazakhstan. The country's largest city has the highest rates of consumption of electricity (5,600 million kWh or 6.1% of the RoK value) and thermal energy (5,616 gcal or 6.3% of the RoK value) generated by combined heat and power plants. The phased gasification of CHPP-2 and CHPP-3, approved by the Government of the Republic of Kazakhstan, will ensure stable demand for marketable gas. According to the forecast of the Ministry of Energy of the Republic of Kazakhstan, by 2025 domestic consumption of commercial gas in Kazakhstan will reach 27.7 billion cubic meters. m, and by 2030 the figure will exceed 35 billion cubic meters. m, compared with 18.6 billion cubic meters. m in 2021
  • Regulation of the tariff for transportation. During the implementation of the Project, an individual tariff for gas transportation through the gas pipeline is provided, calculated in accordance with the Order of the Minister of National Economy of the Republic of Kazakhstan “On Approval of the Rules for Setting Tariffs” and approved by the authorized body, which ensures a return on investment.
