In 1993, Nursultan Nazarbayev, the president of Kazakhstan, established the “Bolashak” scholarship for personnel training abroad. In the list of Kazakh partners with the “Bolashak” program there are such world leading universities as Harvard University, Massachusetts Institute of Technology, Oxford and Cambridge Universities, London Imperial College, University of Chicago, Columbia University, California Institute of Technology, etc.
From 1993 till 2014, 12 000 people have been scholars of the “Bolashak” program with the following specializations: “Information Technologies and Systems”, “Industrial Engineering”, “Information Technologies”, “Information Security of Telecommunication Systems”, “Building and Architecture”, “Aviation and Space-Rocket Equipment”, “Agricultural Equipment and Technology”, etc. in 170 best Institutions of Higher Learning of 35 countries of the world. 52% of “Bolashak” scholarship holders received technical education, 43%-humanities education, and 5%-medical education.
As a result of a stable and purposeful policy of Program’s implementation process improvement, at the VIII International Going Global Conference in Miami in 2014, Bolashak Scholarship has been named the best one among 11 academic mobility programs.

In June 2010 in Astana, there was launched a unique educational project of an international level – “Nazarbayev University”. This university is to be a national brand of Kazakhstan. Currently there are 11 cooperation agreements with universities included into the list of the 30 best universities of the world. They include UCL (University College London), Duke University, iCarnegie, University of Wisconsin-Madison, UPenn (University of Pennsylvania), LKY School of Public Policy (National University of Singapore), etc. Under the framework of the government’s order for educational fellowship, there were 500 grants offered for study at the university.
In Kazakhstan there are many international programs available for financing education abroad: Edmund S. Muskie Graduate Fellowship Program, Fulbright, DAAD, Erasmus Mundus Master Courses, KOICA, FCO Chevening, Open Society Institute, etc.
The Strategy of Nazarbayev University defines the main strategic goals and directions for the development of the University toward the goal of becoming a leading model of higher education which will establish a benchmark for all higher education institutions of the country. The Strategy sets out the mission, vision, strategic goals, stages of development and the results of the joint efforts by administrative staff, faculty, students, and researchers of the University for 2013-2020.
