Panel Session on Attracting Investment in OTS Healthcare Sector Held in Astana

Astana, April 8, 2025 – As part of the business meeting of the Ministers of Health of the Organization of Turkic States (OTS), currently taking place in Astana, a panel session titled "Attracting Investments in the Healthcare Sector of OTS Countries" was held.
The session gathered representatives from government bodies, international organizations, the investment community, and businesses, who discussed prospects for expanding cooperation in medicine, pharmaceuticals, and modernization of healthcare infrastructure.
Speakers included representatives of the Ministry of Health of the Republic of Kazakhstan, the World Health Organization, international medical companies, as well as Gabidulla Ospankulov, Chairman of the Investment Committee of the Ministry of Foreign Affairs of Kazakhstan, and Aibol Argyngazinov, Deputy Chairman of the Board of JSC "NC KAZAKH INVEST".
In his speech, Gabidulla Ospankulov emphasized that healthcare is one of the priority sectors in Kazakhstan’s investment development agenda. He outlined national medical initiatives, including the "Modernization of Rural Healthcare" project and the Healthcare Infrastructure Development Concept until 2030.
"From 2025 to 2028, we plan to implement more than 30 projects, including the construction of multidisciplinary hospitals and medical centers, funded both by private investors and through public-private partnership mechanisms," he stated.
Aibol Argyngazinov, in turn, highlighted Kazakhstan’s competitive advantages for the pharmaceutical business: access to regional markets, advanced logistics, tax and customs incentives. He noted that Kazakhstan already cooperates with major global pharmaceutical manufacturers and is open to the localization of new productions.
"We are seeing growing interest from international pharma companies, and our goal is to provide them with a clear and transparent environment. Kazakhstan is ready to offer investors specific sites and comprehensive support at every stage of project implementation," he said.
The panel session demonstrated strong interest in joint projects and marked an important step in strengthening investment cooperation between Turkic-speaking countries in a socially significant and technologically intensive sector like healthcare.
