KAZAKH INVEST and Stadler Discuss Prospects for Deep Localization in Kazakhstan

As part of its work on priority investment initiatives in the mechanical engineering sector, Azizkhan Kudabekov, Project Manager at NC KAZAKH INVEST, visited the production site of Stadler Kazakhstan LLP in Astana. The visit aimed to assess the current progress of the investment project and discuss further plans to expand the localization of the Swiss manufacturer’s operations in Kazakhstan.

The construction of the Stadler plant is a key element in the formation of a high-tech mechanical engineering cluster in the country. Total investment in the project has exceeded $57 million, with 600 jobs already created. From the outset, KAZAKH INVEST has provided comprehensive support to the project, including facilitating interaction with government agencies and helping to develop state support measures.

Currently, work is nearing completion on the Investment Agreement between the Government of the Republic of Kazakhstan and Stadler. The document will outline several preferential conditions and will serve as a foundation for further scaling up local production and integrating the Kazakh facility into Stadler’s global supply chain.

During the visit, KAZAKH INVEST representatives were introduced to the full technological production cycle — from welding and painting steel car bodies to installing pneumatic and electrical components. All operations are performed at the Astana site. In addition to railcar and bogie production, the plant is equipped with sandblasting lines, paint booths, assembly workshops, and electrical installation areas.

The parties discussed plans to increase production capacity and localization, including the potential transfer of selected assembly and manufacturing stages from Europe to Kazakhstan.

Under a contract with JSC Passenger Transportation, Stadler Kazakhstan is producing 557 passenger railcars, including compartment and open-plan coaches, cars adapted for passengers with limited mobility, and generator cars. The first batch of domestically produced railcars using Stadler technology is scheduled for delivery in 2025.

The project includes 20 years of full technical maintenance, helping to ensure long-term reliability and efficiency in the country’s railway operations. The products are specifically adapted to Kazakhstan’s climatic and geographic conditions, with operating capabilities from -50°C to +45°C, and are compatible with both electrified and non-electrified railway lines. Deliveries will continue through 2030, with opportunities to expand the project and modernize the national fleet in the future.
