47 documents worth $3.7 billion signed in Tokyo
Following the official visit of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to Japan, a package of commercial agreements was signed in Tokyo, aimed at deepening Kazakhstan–Japan cooperation in the fields of energy, finance, industry, digital technologies and sustainable development.
A significant financial block of agreements was formed within the framework of cooperation with MUFG Bank, Ltd. Baiterek National Managing Holding JSC and the Japanese bank signed a memorandum of cooperation providing for the attraction of financing in the amount of up to $1.28 billion to support the investment program of the Baiterek holding. The document covers projects in the fields of sustainable development, alternative energy and ESG, as well as debt, project and infrastructure financing mechanisms, participation in transactions with export credit support and the use of hedging instruments.
Special attention during the visit was given to the development of the digital economy and innovation. The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and MUFG Bank, Ltd. signed a memorandum of cooperation providing for the possibility of financing in the amount of up to $500 million. The agreement is focused on the implementation of projects for the construction of data centers, the development of smart cities, as well as blended financing of startups and innovative projects in the field of artificial intelligence.
The key outcome of the visit was the signing of a long-term agreement between NAC Kazatomprom JSC and Kansai Electric Power Co., providing for the supply of natural uranium concentrates for Japan’s nuclear power plants on a commercial basis. The agreement formalizes the strategic partnership between the parties in nuclear energy and confirms Kazakhstan’s status as a reliable supplier of uranium products to the Japanese market.
In the industrial sector, a long-term offtake agreement was signed between Eurasian Resources Group S.a.r.l., ERG Sales KZ LLP (in the interests of Aluminium of Kazakhstan JSC) and Mitsubishi Corporation RTM Japan Ltd., providing for regular supplies of gallium on the basis of long-term cooperation. The document is aimed at strengthening Kazakhstan’s position in global supply chains of critical metals.
It should be noted that during the visit an agreement was reached on the implementation of the Komatsu Component Rebuild Center project in Kazakhstan. The relevant memorandum of understanding was signed by KAZAKH INVEST National Company JSC, the Akimat of Astana city, Komek Machinery Kazakhstan LLP, as well as the Japanese companies Mitsui & Co., Ltd. and Komatsu Ltd. The project provides for the establishment in Kazakhstan of a modern full-cycle center for the repair and refurbishment of key components of Komatsu mining and construction equipment, including engines, transmissions, axles and other units. It is expected that this service center will become a key Komatsu hub for the entire Central Asian region, will reduce repair timeframes and costs, increase the level of localization and enhance the reliability of service support for industrial enterprises.
Alongside the above-mentioned agreements, within the framework of the visit a broad package of documents was signed covering the development of renewable energy and carbon mechanisms, the introduction of clean industrial technologies, the expansion of cooperation in the mining and engineering sectors, infrastructure digitalization, nuclear science, fintech, healthcare, education and scientific research.
The agreements signed following the visit reflect the high level of strategic partnership between Kazakhstan and Japan and form a long-term foundation for expanding investment, technological and industrial cooperation between the two countries.

Baiterek National Managing Holding JSC and MUFG Bank, Ltd. signed a memorandum of cooperation providing for the attraction of financing in the amount of up to $1.28 billion to support the investment program of the Baiterek holding. The document covers projects in the fields of sustainable development, alternative energy and ESG, as well as the organization of financing through debt and money markets, project and infrastructure financing, participation in transactions with export credit support, money market operations and hedging instruments. The total volume of potential financing is estimated at $1.28 billion.

Samruk-Kazyna JSC and Marubeni Corporation signed a cooperation agreement aimed at elaborating the implementation of the Joint Credit Mechanism (JCM), which provides for the circulation and sale of carbon units. The pilot project under the agreement is defined as the construction of a 1 GW wind power plant with 300 MW energy storage systems in Zhambyl Region with the participation of Aktas Energy LLP.

Samruk-Energo JSC and Mitsubishi Heavy Industries Power Environmental Solutions Ltd. signed an agreement on strategic cooperation providing for the implementation of clean air quality control technologies at the production assets of Samruk-Energo JSC. The document covers the installation of Moving Electrode Electrostatic Precipitator (MEEP) systems, modernization of existing electrostatic precipitators, as well as the implementation of flue gas desulfurization systems. The total volume of investments under the agreement is estimated at $120 million over 10 years.

The Akimat of Astana city, Kazakh Invest National Company JSC, Komek Machinery Kazakhstan LLP, Mitsui and Komatsu signed a memorandum of cooperation on the project for the construction of a production complex for capital repair and refurbishment of machinery in the city of Astana. The project provides for the establishment of a Components Rebuild Center (CRC), which will become the largest service hub in Central Asia and will reduce repair timeframes and costs for components for mining companies of Kazakhstan, ensuring prompt service support. The investment volume amounts to $20 million.
