Following the official visit of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to Japan, a package of commercial agreements was signed in Tokyo, aimed at deepening Kazakhstan–Japan cooperation in the fields of energy, finance, industry, digital technologies and sustainable development.

A significant financial block of agreements was formed within the framework of cooperation with MUFG Bank, Ltd. Baiterek National Managing Holding JSC and the Japanese bank signed a memorandum of cooperation providing for the attraction of financing in the amount of up to $1.28 billion to support the investment program of the Baiterek holding. The document covers projects in the fields of sustainable development, alternative energy and ESG, as well as debt, project and infrastructure financing mechanisms, participation in transactions with export credit support and the use of hedging instruments.

Special attention during the visit was given to the development of the digital economy and innovation. The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and MUFG Bank, Ltd. signed a memorandum of cooperation providing for the possibility of financing in the amount of up to $500 million. The agreement is focused on the implementation of projects for the construction of data centers, the development of smart cities, as well as blended financing of startups and innovative projects in the field of artificial intelligence.

The key outcome of the visit was the signing of a long-term agreement between NAC Kazatomprom JSC and Kansai Electric Power Co., providing for the supply of natural uranium concentrates for Japan’s nuclear power plants on a commercial basis. The agreement formalizes the strategic partnership between the parties in nuclear energy and confirms Kazakhstan’s status as a reliable supplier of uranium products to the Japanese market.

In the industrial sector, a long-term offtake agreement was signed between Eurasian Resources Group S.a.r.l., ERG Sales KZ LLP (in the interests of Aluminium of Kazakhstan JSC) and Mitsubishi Corporation RTM Japan Ltd., providing for regular supplies of gallium on the basis of long-term cooperation. The document is aimed at strengthening Kazakhstan’s position in global supply chains of critical metals.

It should be noted that during the visit an agreement was reached on the implementation of the Komatsu Component Rebuild Center project in Kazakhstan. The relevant memorandum of understanding was signed by KAZAKH INVEST National Company JSC, the Akimat of Astana city, Komek Machinery Kazakhstan LLP, as well as the Japanese companies Mitsui & Co., Ltd. and Komatsu Ltd. The project provides for the establishment in Kazakhstan of a modern full-cycle center for the repair and refurbishment of key components of Komatsu mining and construction equipment, including engines, transmissions, axles and other units. It is expected that this service center will become a key Komatsu hub for the entire Central Asian region, will reduce repair timeframes and costs, increase the level of localization and enhance the reliability of service support for industrial enterprises.

Alongside the above-mentioned agreements, within the framework of the visit a broad package of documents was signed covering the development of renewable energy and carbon mechanisms, the introduction of clean industrial technologies, the expansion of cooperation in the mining and engineering sectors, infrastructure digitalization, nuclear science, fintech, healthcare, education and scientific research.

The agreements signed following the visit reflect the high level of strategic partnership between Kazakhstan and Japan and form a long-term foundation for expanding investment, technological and industrial cooperation between the two countries.

1. Baiterek National Managing Holding JSC and MUFG Bank, Ltd. signed a memorandum of cooperation providing for the attraction of financing in the amount of up to $1.28 billion to support the investment program of the Baiterek holding. The document covers projects in the fields of sustainable development, alternative energy and ESG, as well as the organization of financing through debt and money markets, project and infrastructure financing, participation in transactions with export credit support, money market operations and hedging instruments. The total volume of potential financing is estimated at $1.28 billion.

2. Samruk-Kazyna JSC and Marubeni Corporation signed a cooperation agreement aimed at elaborating the implementation of the Joint Credit Mechanism (JCM), which provides for the circulation and sale of carbon units. The pilot project under the agreement is defined as the construction of a 1 GW wind power plant with 300 MW energy storage systems in Zhambyl Region with the participation of Aktas Energy LLP.

Eurasian Resources Group S.a.r.l., ERG Sales KZ LLP (in the interests of Aluminium of Kazakhstan JSC) and Mitsubishi Corporation RTM Japan Ltd. signed a long-term offtake agreement for the supply of gallium. The document provides for regular supplies of products on the basis of long-term cooperation.

4. NAC Kazatomprom JSC and Kansai Electric Power Co. signed a long-term contract for the purchase and sale of natural uranium concentrates. The agreement provides for the supply of uranium products for the needs of nuclear power plants in Japan on a commercial basis.

5. Tau-Ken Samruk National Mining Company JSC and the Japan Organization for Metals and Energy Security (JOGMEC) signed a memorandum of cooperation aimed at developing interaction in the mining sector in the territory of the Republic of Kazakhstan, including the implementation of joint projects in the field of subsoil use.

6. The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and MUFG Bank, Ltd. signed a memorandum of cooperation providing for the possibility of financing in the amount of up to $500 million. The document covers projects for the construction of data centers, the development of smart cities, as well as blended financing of startups and innovative projects in the field of artificial intelligence.

7. Samruk-Kazyna JSC and MUFG Bank, Ltd. signed a memorandum of cooperation providing for the financing of strategic projects in the total amount of up to $1 billion using guarantees of international financial institutions.

8. The National Nuclear Center of the Republic of Kazakhstan and Muroosystems Corporation signed a memorandum of understanding in the field of development of technologies for handling spent nuclear fuel and radioactive waste. The document provides for the development of cooperation in the field of safe processing and storage technologies, as well as the creation of fuel types for prospective nuclear power plants. The indicative volume of investments is estimated at $200 million.

9. Samruk-Energo JSC and Mitsubishi Heavy Industries Power Environmental Solutions Ltd. signed an agreement on strategic cooperation providing for the implementation of clean air quality control technologies at the production assets of Samruk-Energo JSC. The document covers the installation of Moving Electrode Electrostatic Precipitator (MEEP) systems, modernization of existing electrostatic precipitators, as well as the implementation of flue gas desulfurization systems. The total volume of investments under the agreement is estimated at $120 million over 10 years.

10. The Akimat of Astana city, Kazakh Invest National Company JSC, Komek Machinery Kazakhstan LLP, Mitsui and Komatsu signed a memorandum of cooperation on the project for the construction of a production complex for capital repair and refurbishment of machinery in the city of Astana. The project provides for the establishment of a Components Rebuild Center (CRC), which will become the largest service hub in Central Asia and will reduce repair timeframes and costs for components for mining companies of Kazakhstan, ensuring prompt service support. The investment volume amounts to $20 million.

11. Kazakhstan Municipal Systems LLP and Komaihaltek Inc. signed a memorandum of understanding on the project for the implementation of solutions in the field of renewable energy sources in Turkestan Region. The document is aimed at developing partnership for the construction of wind energy facilities in the region. The investment volume is estimated at $18 million.

12. The Akimat of Turkestan Region and Komaihaltek Inc. signed a memorandum of understanding on the project for the implementation of microgeneration systems (microgrid) in Turkestan Region. The agreement provides for the study of possibilities for implementing hybrid energy solutions using renewable energy sources, including KOMAI wind turbines, with the aim of reducing CO₂ emissions and increasing the sustainability of energy supply.

13. Kazakhstan Gharysh Sapary National Company JSC and Synspective Inc. signed a memorandum of understanding on joint research and development in the field of production of space components and space applications. The document provides for the development of cooperation in the field of Earth remote sensing, including joint project development, exchange of data and advanced technologies. The investment volume is estimated at $10 million.

14. KEGOC JSC and Hitachi Energy Poland signed a framework cooperation agreement providing for the implementation of digital technologies at the Astana substation. Within the framework of the project, the implementation of digital solutions is planned with completion of works by 2029. The investment volume is estimated at $7 million.

15. Kazpost JSC and Toshiba Corporation signed a letter of intent in the field of automation of business processes for warehouse management and e-commerce. The project provides for the introduction of automated mobile robots to optimize the processes of processing and fulfilling customer orders. The investment volume amounts to $6 million.

16. The Institute of Nuclear Physics RSE and Marubeni Utility Services Ltd. signed an agreement on conducting a joint feasibility study of an irradiation test plan for the development of fuel compatible with high burnup for high-temperature gas-cooled reactors. The cost of the study is estimated at $130 thousand.

17. Samruk-Kazyna JSC and Marubeni Corporation signed a framework cooperation agreement providing for elaboration of the implementation of the Joint Credit Mechanism (JCM) aimed at the circulation and sale of carbon units.

18. The Export Credit Agency of Kazakhstan and Nippon Export and Investment Insurance (NEXI) signed a memorandum of understanding and cooperation aimed at developing interaction in the field of export crediting and trade finance. The document provides for support of exports of non-commodity goods and services from Kazakhstan and Japan, including through the implementation of joint projects and exchange of experience.

19. KazAzot Prime LLP and SK signed a memorandum of understanding on strategic partnership in fertilizer production and decarbonization projects. The agreement is aimed at developing cooperation in the field of mineral fertilizer production and the introduction of low-carbon technologies.

20. Kazakhstan Temir Zholy National Company JSC, Tokyo Rockbox Almaty LLP and RIKEN KOGYO Inc. signed a memorandum of cooperation on the development of wind and snow protection measures for the railway infrastructure of Kazakhstan. The document provides for the implementation of advanced technological solutions in the field of railway transport.

21. Eurasian Resources Group S.a.r.l. and Hitachi Construction Machinery Co., Ltd. signed a memorandum of understanding aimed at developing technological cooperation to promote sustainable growth and the introduction of modern solutions in production processes.

22. Eurasian Resources Group S.a.r.l. and Mitsui signed a memorandum of understanding on expanding cooperation in the mining business. The document provides for the development of interaction in the mining industry and the implementation of decarbonization projects at production sites.

23. KAZ Minerals, Eurasian Machinery LLP and Hitachi Construction Machinery Co., Ltd. signed a memorandum of understanding on the development of solutions to achieve ESG indicators in mining operations. The document provides for the development of cooperation aimed at achieving environmental management goals and improving the environmental efficiency of mining processes.

24. KAZ Minerals, Komek Machinery Kazakhstan LLP, Mitsui and Komatsu signed a memorandum of understanding providing for the development of production and service competencies for the repair and refurbishment of mining equipment components. The parties agreed on the development of a workshop for the manufacture and repair of buckets, bodies and high-pressure hoses, as well as on the expansion of capacities for refurbishment of machinery and components, including excavators, bulldozers, dump trucks and crushing equipment.

25. KAZ Minerals and Bridgestone signed a memorandum of understanding providing for the expansion of cooperation in the supply of large-size tires with extended service life. The document includes the intention to increase the share of tire supplies from 25% to 50%, as well as elaboration of the organization of a local warehouse in the territory of the Republic of Kazakhstan through Samsung C&T to ensure timely and uninterrupted supplies.

26. The National Center for Scientific Research, Training and Education in the Field of Civil Protection under the Ministry of Emergency Situations of the Republic of Kazakhstan and Fitech Co., Ltd. signed a memorandum of cooperation in the field of aerial forest firefighting systems. The document provides for joint laboratory analyses and assessment of the effectiveness of using the aerial system for extinguishing forest fires.

27. The State Aviation Forest Enterprise Kazavialesookhrana and Fitech Co., Ltd. signed a memorandum of cooperation providing for joint activities using the aerial forest firefighting system, including practical application of technologies in the performance of specialized tasks.

28. L.N. Gumilyov Eurasian National University and Hitachi High-Tech Europe GmbH signed a memorandum of understanding in the field of conducting joint research on methods for assessment and analysis of construction materials in Kazakhstan. The document provides for the establishment of cooperation and exchange of experience in the field of testing, assessment methodologies and analytical approaches to construction materials.

29. The Kazakh Research and Design Institute of Construction and Architecture (KazNIISA) and Mitsui signed a memorandum of understanding in the field of implementation of Japanese seismic resistance technology. The agreement is aimed at developing cooperation on the implementation of seismic resistance, seismic isolation and seismic monitoring technologies and products in Kazakhstan.

30. The National Nuclear Center of the Republic of Kazakhstan and Marubeni Utility Services Ltd. signed an agreement on strengthening cooperation aimed at expanding scientific ties and developing interaction in the field of nuclear energy.

31. Freedom Holding Corp. and Ledax Co., Ltd. signed a memorandum of understanding on the establishment of a joint company for the development of financial services based on fintech technologies. The document provides for cooperation in carrying out financial activities using digital solutions, including banking services, digital banking, consumer lending, credit services, BNPL models and other areas.

32. Freedom Holding Corp. and Kort Valuta Co., Ltd. signed a memorandum of understanding aimed at developing cooperation in the field of digital financial technologies, ecosystem services and innovative products.

33. Freedom Holding Corp. (Arbuz Group LLP) and Arai Shoji Co., Ltd. signed a commercial memorandum of cooperation on the supply and export of Japanese products to the Republic of Kazakhstan. The document provides for interaction on commercial supplies of products of Japanese origin, including industrial, consumer, food, cosmetic and other products.

34. KazAvtoZhol JSC, Tokyo Rockbox Almaty LLP and RIKEN KOGYO Inc. signed a cooperation agreement in the field of highways aimed at developing partnership and implementing technological solutions in the field of maintenance and operation of highways.

35. KazAvtoZhol JSC (in the interests of KazdorNII JSC), Tokyo Rockbox Almaty LLP and RIKEN KOGYO Inc. signed a consortium agreement providing for the pooling of scientific, technical, financial and production resources for the implementation of a joint project on commercialization of R&D results. The document covers the production and market launch of snow protection, wind protection and cable barrier fences with 100% Kazakhstani content.

36. Zhabyak LLP and Senko Farm signed a memorandum of cooperation on the export of horses from Kazakhstan to Japan, providing for the development of interaction in the field of supplies and organizational issues related to export deliveries.

37. AB Restaurants LLP and H.I.S. signed a memorandum on the joint creation of a synergistic platform for gastronomic culture and tourism. The document provides for the creation of a platform for the development of gastronomic tourism, the food industry and deepening mutual cultural exchange.

38. Dinastiya Agro LLP and JATECO Group FairBay Inc. signed an agreement on expanding supplies of Kazakh linseed oil to the Japanese market. The document provides for the development of cooperation in the field of export-import operations and increasing the volume of supplies from Kazakhstan to Japan.

39. SpaceLab LLP and Ark Edge Space Inc. signed a memorandum of understanding on the joint development of a ground-to-satellite LoRa communication device. The document provides for the joint development of LoRa “ground-satellite” communication equipment intended for use in Central Asian countries; the investment volume is estimated at $10 million.

40. The Nuclear Technology Safety Scientific and Technical Center and Chiyoda Technol Co. signed a memorandum of understanding on establishing a platform for studying reactor safety and stability for electricity generation. The document provides for the creation of a joint platform for research and analytical work on issues of safety and sustainability of reactor installations.

41. Baiterek National Managing Holding JSC and SMBC Nikko Securities Ltd. signed a framework cooperation agreement defining key areas of interaction and confirming the parties’ commitment to establishing strategic cooperation.

42. Freedom Holding Corp. (Arbuz Group LLP) and SUMOTORI Japan Holdings signed a commercial memorandum of cooperation on the supply and export of Japanese products to the Republic of Kazakhstan. The document provides for the development of interaction on commercial supplies of products of Japanese origin, including industrial, consumer, food, cosmetic and other products.

43. Kazakhstan Petrochemical Industries Inc. LLP and Mitsubishi Corporation signed a memorandum of mutual cooperation providing for long-term partnership, including the supply of spare parts and the organization of service support.

44. Dosjan Temir Zholy JSC, Tokyo Rockbox Almaty LLP and RIKEN KOGYO Inc. signed a memorandum of understanding and cooperation on the development of action plans to address the consequences of snowstorms on railways. The document is aimed at improving the safety of railway transportation and elaborating solutions to eliminate the consequences of snowfall and snowdrifts.

45. EQE Kazakhstan LLP, Tokyo Rockbox Almaty LLP and RIKEN KOGYO Inc. signed a memorandum of understanding on establishing business cooperation, providing for elaboration of the creation of a production base in the territory of the Republic of Kazakhstan for the manufacture of snow protection technologies.

46. The Ministry of Healthcare of the Republic of Kazakhstan and Takeda Kazakhstan LLP signed a memorandum of understanding and strategic cooperation in the field of healthcare aimed at improving the quality, accessibility and efficiency of medical care for citizens of the Republic of Kazakhstan, including patients with rare, socially significant and chronic diseases.

47. National Information Technologies JSC and Digital Knowledge Co., Ltd. signed a memorandum of cooperation aimed at studying the possibilities of joint implementation of projects in the field of IT education for public institutions and the development of educational technologies. The document provides for elaboration of specific cooperation initiatives taking into account the regions of presence of both organizations, as well as the development of interaction in the field of digital educational solutions.
